Bucket #2 contains items that take a little time — up to six months — to accomplish and would cost a moderate amount of money. For instance, transfer to low energy lighting.
Bucket #3 contains long-term initiatives that would be costly. For instance, replacing HVAC units, which eventually would need to be attended to anyway.
