The Health Care Institute Welcomes Four New Board Members


The Health Care Institute welcomes four new board members with broad experience in providing facility management solutions and education. Kimberly McHugh, senior construction manager, Providence Health & Services; Jim Venker, Senior Director, Facilities, Construction & Environmental Services, Premier Inc.; Fred Lastar, Vice President Healthcare Solutions, JLL; and Bill Foulkes, National Vice President, PM Healthcare, Cummings have joined the board of directors to support HCI in its mission to enhance the skills of facility management professionals within the healthcare industry and further the profession overall.

McHugh is a construction management professional with more than 15 years of experience in providing leadership, strategic directive, and technical guidance for the execution of complex construction projects, primarily in the healthcare market. As the senior construction lead for Providence Health & Services, she heads a team responsible for facilitating collaboration in the effective delivery of the construction projects within her region. Her holistic approach to achieving project goals blends functional program and operational needs with design and construction approach methodologies to consistently meet time to market targets and financial performance objectives.  McHugh’s career has been built in the Pacific Northwest, where she previously managed healthcare projects as a general contractor.


Venker has served in senior facilities management roles for healthcare organizations since 1990. At Premier, Venker supports the sourcing, promotion and education on the utilization of Premier’s Facilities and Construction Services Program in the areas of facilities materials and services, construction materials, infrastructure equipment and non-clinical equipment. Through construction spend and contract utilization reviews, Venker assists members in integrating Premier agreement opportunities into their construction contract document specifications.

Lastar leads the development of solutions for JLL’s healthcare clients, including capital planning, plant operations, project management and real estate administration. Solutions include development of the organization staffing model, identifying savings and improvement plans, technology solutions, service delivery processes and tools and the financial analysis that demonstrates the value proposition to our healthcare clients. Lastar previously was Johnson Controls’ Director of Facility Services for Phoenix Children’s Hospital, where he was directly involved in the hospital’s $588 million expansion. As Dean of the Facilities College at Sodexo’s Corporate University he developed an accredited curriculum for training and development of facilities managers.

Foulkes holds more than 25 years of healthcare program management, development and consulting experience. Foulkes has led teams in the successful completion of medical office buildings, surgery centers, wellness centers, and sub-acute and acute-care hospitals. With his national experience, unique understanding of different project delivery methods and diverse project portfolio, Foulkes is often consulted on matters related to real estate, planning, design and construction.
